Biography of Russell “Haj” Ramos
Russell “Haj” Ramos is a seasoned leader with over 34 years of experience in Information Technology (IT) in both the public and private sectors.  During his career, Haj has worked extensively in developing and executing IT and security strategies, aligning these with broader organizational goals, operational requirements, and budgetary considerations.

Prior to joining Ginnie Mae, Haj served as the Deputy Chief Information Security Officer (DCISO) at the U.S. Department of Housing and Urban Development (HUD) for three and a half years, including 15 months as Acting CISO. He was responsible for steering HUD’s Cybersecurity efforts, safeguarding sensitive information, and ensuring compliance with federal security standards. Prior to working at HUD, Haj was HUD Office of Inspector General’s (OIG’s) first CISO and Deputy Chief Information Officer (DCIO), where he spent four years implementing robust security frameworks and overseeing risk management efforts.

Earlier in his career, Haj supported information assurance and cybersecurity initiatives at the highest levels of Federal Government, including an eight-year tenure at the Executive Office of the President/White House. His combined decades of experience have cemented his reputation as a forward-thinking leader in IT security, capable of managing large-scale cybersecurity programs and protecting critical national infrastructure. Haj is a graduate of Virginia Polytechnic Institute and State University (Virginia Tech) and holds a Bachelor of Science degree in Business Management.
