Ginnie Mae announced in Disclosure Bulletin 2023-019 that it is implementing a new one-field stratification record, Record Type 28, for Low Moderate Borrower Income data in the Platinum Portfolio Enhanced Supplemental File:
- The new record provides platinum pool-level aggregate information about the extent of UPB dollars where the borrower income is below 80% of the Median Family Income (MFI). The new Low and Moderate Borrower Income Record uses insuring agency income data (FHA and VA), Ginnie Mae collateral pool loan data, and Federal Financial Institutions Examination Council's (FFIEC) data to calculate and aggregate pool level information about the low and moderate borrower income content of the pool.
This bulletin is being provided to communicate two changes:
- The insuring agency income data in Platinum Supplemental Record Type 28 will include data from FHA, VA, and now will also include information from Rural Development (RD).
- A revised Test File Date and Implementation Schedule Date is listed below.
Test File: A full-size Production test file, “test-platmonPS_YYYYMM.zip,” with Record Type 28 will be provided on or about July 26, 2023 on the Disclosure New Release Test File Download page.

Reminder: Record Type 28 is provided on the monthly Platinum Portfolio Enhanced Supplemental File and is not included on daily Platinum Supplemental Files.
